The Planning and Design Division of the IRTBA actively engages and supports all measures favorable to the development and maintenance of the professional standards of planning and design for all forms of transportation. The P&D Division also is committed to the effective utilization of private firms in the planning, design and construction for all forms of transportation. The P&D Division also encourages selection of individuals and firms on the basis of professional qualifications, as opposed to price competition, and the determination of compensation for professional services by negotiations.
